eq2 quest:Student's Path: Icefin  

This quest is initiated by examining a chest drop item (need item name) that drops from monsters in Everfrost.

The first step is to slay 10 Icefin Sharks in Everfrost.

After this you must find someone who is interested in the note. This is Dovan Farfall in Everfrost (+209, -19.5, +54) near the respawn tent.
