Witch Hunts (WAR History and Lore)  

On the Destruction side of the map, inside the Suderheim Public Quest around 24k/28k click on the headstone that reads Here lies Hester Prynne. Interacting with the tombstone will trigger the unlock.

Despite being on the Destruction side of the map this is a relatively easy unlock even for Order players as the river provides an easy crossing point and the mobs inside the PQ are friendly to Order players.
