Verena (WAR History and Lore)  

Located southwest of the Shrine of Tzeentch Public Quest at 30k/44k. Head directly southwest from the large glowing sigil on the ground behind some jagged boulders and up the incline toward the Temple of Change Public Quest. Partially hidden in a divot in the rock is Dietrich's Letter.

Interact with the letter to obtain the unlock.
