Kill Treasure-Hunting Thieves (Rdb) to draw out the Thief Boss (Rdb), then kill him.

Of course, the Thief Boss (Rdb) cannot be "Followed" but if you kill the other thieves he will eventually come out.

Go to the bottom of the ravine ( 60, 67 ) where the old fallen tree is and a young tree. Kill everything there and he will spawn pretty fast. When he is defeated he will respawn as an NPC, the Bandit Leader (Rdb).
