Masters of Sword, Bow and Spear (WAR History and Lore)  

After the white stairs leading up into House Arkaneth, travel northwest until you see a pile of rubble next to a tall tower. Behind the rubble, right against the tower is a Plundered Weapon Rack. Interacting with the weapon rack will grant you the unlock.
