Quests
The shrubs are along the edge of the mountains on the northeast side of the Trading Post, between the Watchtowers.

Each time you harvest one you will be attacked by a Level 29 Demon Vine called a Sauropus (Rdb). Kill and loot the Sauropus to get your flower.

Sometimes when you gather the flower it withers as you touch it (fail) and there is no Sauropus.
