Fleets are guilds in Star Trek Online.

To make one you need to have a full group and everyone must be in the same zone. Then you talk to talk to the Fleet Ambassador. There is one in personnel at the starting base for Starfleet. The Empire has theirs located on Qo'noS on the bottom floor in the Northern section.

Fleets have their own channel, in addition to an officer channel.

Fleets also has a section for recording important things for members. Some examples include records of members joining, leaving, promotions, grade changes, rank changes, and getting bridge officers.
