Dwarf Craftsmanship (WAR History and Lore)  

Interact with the Dwarf Anvil around 5.5k/57k inside the Thardrik Smashin' Public Quest. The anvil is behind one of the buildings northeast of the PQ icon on the map and cam be found amongst several barrels and crates.
