There are days I miss this game and I'm ready to consider coming back. Wondering if anyone has recently had any exp. leveling a lower job (10-20, Dunes, Qufim, etc.) That is my biggest concern that it would take a long while to get any job leveled if there aren't many parties in those level ranges/areas. Please assist.

You can still get parties at that level if you want to, but honestly it's much easier on your sanity to just solo your way past the dunes. If you have decent gear and use food and an EXP ring, it really doesn't take that long.
Hell if you plan to level DNC you can chain toughs till about level 27 or so, after that it starts to take too long to kill things. You can still easily take out toughs solo, but you can't chain them as easily as before.

well if you're jkust starting out , how the hell are you supposed to solo with no sub job?
