On the 2-4 its actually a few things not just the +30 delay.
1. DA/TA from gear and Atma have dropped the value of Occasionally Attack X weapons because they don't work together (Jailer weapons are the exception to this of course). This is honestly the biggest factor as you can get DA +5-10% (depends if you use VV, add 10% if /WAR) and a TA rate of 15-30% (you "should" at least be using Apocalypse or Alpha/Omega)
2. Joyeuse DMG: 35, Khanda +2 OA2-4 DMG: 29, Shamshir +2 DMG: 54. 6 less DMG from the "old favorite" and 25 less than Shamshir +2. The 6 isn't a big deal but the 25 is, it puts the swords on very different levels when it comes to damage (not counting the STR/Atk benefits from fire path)
3. Joyeuse has a 45% proc rate, and Khanda +2 has roughly a 60% 2-4 proc rate (50%~ of that will be a double). These numbers are what I've seen from others' testing not my own.
4. Joyeuse Delay: 224 , Khanda +2 OA2-4 Delay: 264, Shamshir +2 Delay: 230 So a 40 delay compared to Joyeuse and a 34 difference with the Shamshir +2, this isn't "huge" but keep in mind dual wielders generally aim for lowest delay/high damage ratio. Khanda +2 is high delay/low damage compared to other options.
