My nuking set is as follows:

My questions are:
1) Does the Addle +6% on Romanus make it unwearable? It's the highest damage piece that I know of, but wasn't sure how badly I was gimping myself with that Addle effect, since I don't have any Haste/Fast Cast to help offset.
2) Will Stoichieon Medal be a better overall piece than Saevus Pendant, even though I would be sacrificing 1 MAB? M.Acc isn't really an issue for me, I'm just not sure how to value the reduced elemental cast time against that 1 MAB.
For what it's worth, I primarily do low-key Abyssea farming and leveling, I'm 99 w/ all merits capped except INT, and I'm working on grabbing the requisite R/E upgrades for other slots as I get the chance. Any advice would be greatly appreciated.

Casting speed of nukes is fairly important for "solo" leveling in Abyssea (for yourself, or for your friends, etc.). The faster you can cast your next -ja, the fewer hits your manawall will take, and the more MP you'll have left if you don't get an ISL chest from a given group. And casting speed is really the only thing that's important for 95% of voidwatch (even though you didn't list that as something you do). Given that:
1) You won't see me wearing one. Usually I nuke in a Searing Cape.
2) m.acc is mostly irrelevant these days, but someday it WILL matter again. The casting time reduction on Stoicheon is nice. Stoicheon is also all jobs, Saevus is not. I wear Stoicheon.
Obviously you need upgrades in a few slots, but you know this already. It looks like you have the right idea. You'll probably want to start working on ToM staves. That's about it.

That's exactly what I needed to know, thanks (sorry for the late replay). I've picked up a Stoichieon and Ombre, a Kaikias' for the time being, upgraded Moldy to Hecate's, and +1'd my Hat and Jacket. I've got my eyes on an Othila Sash from the AH, and am working on full Goetia +2, Searing Cape, Galdr and Strendu. I've also started my Ice TotM staff (Thunder next), which is taking a lot longer than I thought due to my own mistaken reading of the wiki. 
As a follow up question, should I have a dedicated Fast Cast set in reserve for things like xp burns and Voidwatch? I've not done either of those things yet, but probably will soon. If the answer is yes, will a full Teal set be my best jumping off point?

A good Fast Cast/ -spellcasting time, etc precast for spells is an amazing thing for mages to have. Pretty much every spellcasting job I have has at least some degree of a Fast Cast precast set.
While it's not an amazing amount of Fast Cast (only -10% casting time for the full set) it would be an alright starting set for a bit. However, since you've got the Goetia Petasos +1, which has -8% casting time for Elemental Magic by itself (-12% when +2'd), then what you'll want to do for Black Mage is build a precast set around that head, since it wouldn't take much more Fast Cast gear with the Goetia head to pass the total Fast Cast from the Teal set.
