"Enhances XXX" on AF3 +1/2Follow

I did a quick search and saw this come up when the AF3 gear came out, but I couldn't find anything to actually answer my question.

If my head Enhances "Ebullience" effect, does this mean I should macro them in for the JA for it to take place? Or does this mean that while Ebullience is up, I need to have the head on when the nuke goes off?

I just finally got around to setting up proper macro's for sch and I want to make sure I have my gear swaps set up correctly. and wow to 8 macro sets!

I appreciate your help!

Must be worn on spell cast (when it goes off).
