Stutter Step Broken?Follow

While solo'ing Feuerunke for Twashtar trials, I found that stutter step was sometimes not returning 2 finishing moves. Many times I would only get 1, even with Presto up (which should return 3). I found myself using other steps instead to reliably get the FMs but I really wanted to keep it maxed on stutter for magic resist down to increase my damage with Aeolian Edge (Feuerunke has massive physical resist).

Has anyone else noticed this?

You weren't at level 5 stutter were you? That would cause you to only get 1 FM even with Presto.
