Do the OAT fists proc on both hands, or only on the main hand like the Vere/Spharai aftermaths?

If they proc on both hands, are they a worthwhile weapon? Would the WoE V.smite fists be a better investment?

I believe they proc on both hands. I also believe they're garbage.
