I'm trying to get infiltrator as my third spec on my rogue, but I can't find anyone who will train me in it. I've looked around and seen that a corporal quartermaster (I believe) in Thedeor's Circle in Sanctum is supposed to provide the training for 2500 favor, but I've looked through all the different quartermasters and merchants there and can't find it at all. I was wondering if it has been changed recently, as in the last year or so? Thanks for any helpful assistance anyone gives me.

It doesn't exist. It was removed a long time ago and was replaced by the attunement of war planar attunement level. If you are making a spec that says infiltrator its really old and probably not worth using.
