Yes. Both to rent and to own.

No. But buying from the Market Wards is pretty similar to an Auction House. Selling, on the other hand, is still a throwback to a past we'd rather forget.

There's a perceptible lag that can't be removed until 2.0 due to limitations of the current game engine.

You can now accumulate up to 99 Leves at one time, but storing them up still takes awhile.
6) Have they simplified the UI and made it less annoying to navigate?
Yes. It's much easier to use the UI for many common tasks like for repairs, selling to NPCs, or crafting items, etc. The process has been streamlined considerably.
7) Have they made armor repair easier/removed it?
Armor/Weapon repairs still exist, but not only has the repair process been streamlined among crafters, Repair NPCs at towns and Aetheryte camps can repair any damaged item up to 99% durability for a reasonable price that's scaled according to the level of the item.
As for whether or not you should play or wait, the number one reason to play now would be to collect and experience exclusive content that won't be available once 2.0 starts. They plan on ending the current version with an apocalyptic storyline that can't be experienced ever again after the "world ends." There are also "customer appreciation" collectibles that can't be obtained in 2.0, and there's a discounted pricing plan for those who subscribe for 3 months before 2.0 starts that will give you a special rate in the future. You'll also have the benefit of leveling characters before 2.0 starts and keeping whatever items and gil you collect.
But what you won't be getting now is FFXIV at its best. There have been improvements, but the bulk of what's really missing can't be experienced until 2.0. If that's more important to you, then I would suggest waiting until then.
