Checking servers populationsFollow

Me and my friend would like to start from scratch and return to the game, however im not sure if it is possible to check servers population before choosing one.

I'm not sure that it is either. However, SE did quite a few server mergers, so it's my guess that just about any server you choose to go to will have a decent population. All of the servers are global too, not regional, so you shouldn't really have to worry about your play time matching up with the server's peak hours.
