got a question about voidwatch, can you get items from a voidwatch nm even if you are not on the tier as long as you have a voidstone on you? I know that the refiner npc wont warp you to the area.

As Fyn said, you will be able to get the rewards from the fights, including Periapts and Atmacites, as long as you have a Stratum Abyssite of any kind and voidstones. You just won't be able to warp to the zone for the mob, won't be able to pop the mob yourself, and won't receive credit for it as far as abyssite advancement.
