Is it still required to do the 6 group mission chains in the first two tiers of UF, to gain access to Brell's Temple? Thinking of doing the shawl 2.0 at some point, but wasn't around for UF, and don't have any flags/missions done in there.

Yes, they haven't unlocked the UF Tier 8+ zones as yet.
