You can PvP in there but most players coming to zek are experienced. so they skip tutorial usually... at least I do

Vinney is supposed to make sure you know you can make a new character on Zek with no fear of getting ganked until level 6. I have a level 1 sitting in his housing plot right now. Well, not online... but you know.
